The intention of the consultative group would be to allow the Ghanaian people to take a leadership role in enhancing the health system.

The Ghana Health Declaration has encouraged better sharing of data and introduced lots of forums which bring together individuals from other communities to review and reflect health issues. These forums are being conducted regularly to exchange information and build capacity of the various organizations working towards enhancing health services. There is an integrated system of family doctors who co-ordinate all the medical assistance coming to an person's door step. Ghana is a country that has benefited greatly from the efforts made by the WHO and other international organizations. It has taken vital steps to enhance the health system, particularly the general level of wellbeing. But, there is still a lot of work to be done in order to enhance the quality of health care delivery in the ground level. There are many organizations involved with providing health services at the community level, notably the Family Health Programmes that provides counselling and other medical assistance to the poor. The program also works towards strengthening the community's reaction capacity to crises, and co-ordinated applications directed toward children's immunization, water and sanitation, and occupational health and safety. Additionally, there are a variety of voluntary associations that focus on issues like AIDS, malaria and other diseases which affect the health of the vulnerable and poor.

The goals and aims of the Ghana Health Declaration continue to be determined, but there are provisions for an open registration procedure which will enable anyone who meets the universal standards to be coated. The declaration acknowledges that the advancement of their health system will demand a commitment from everybody and calls for greater cooperation among communities, government agencies, civil society and other organizations. This is going to be the initial step towards ensuring that all Ghanaians have the ideal health issues and are offered equal chance for treatment and attention. The targets and goals also call for greater involvement of all stakeholders, and much more cooperation among organizations to ensure that the entire health system is going to be incorporated. The Ghana Health Declaration thus lays a strong platform for Ghanaian societies to tackle the issues of both treatment and prevention of serious health issues.
